Pretty much, draw your lines first, then the line y = 4x. Anything that is greater than 4x is above the line and if y is less than or equal to 4x, you can image a ton of dots being below the line. What you want to do is find an area, that is above the line 4x and caught in between the boundaries mentioned.
I did an answer check as well, but it's not necessary for you to use it.

but how come you divided the area of the triangle over 1? I didn't get that part..
