The answer will depend on what you understand the "soul" to be. If, for example, the "soul" is just a reference to you (in all your essential parts or that which is essentially you) then sure you can sell your "soul" just as you can sell your body. It doesn't have to be to the Devil. Same as one could sell themsleves into slavery.
But this is not the usual way we are using the term "sell your soul to the devil." Usually, what people have in mind by selling one's soul to the Devil is a person giving themselves up to the Devil in exchange for something else. Then, when the person dies, the soul goes to hell and exists under the Devil's dominion. Whether or not *this* is possible will depend on one's theology. In Christian theology, the Devil doesn't reign in hell and doesn't have ownership rights over anyone, so you can't sell your soul to the Devil in Christian theology. Christian theology does talk about the Devil having "power" over people, but this is not "ownership" power and he doesn't need your permission (or sale) to exercise that power.

It seems to me that one's "soul" refers to one's consciousness.
Can consciousness be sold? Not yet, but give it time.
I'm sure some incredibly wealthy and power hungry narcissist has some people working on it.
