the best approach to the question...would be to understand what sort of website you want to develop...whether you want design the whole site your self...what sort of budget you want to have (paid/free)...what sort of content you want to have on it (blog/forum/online store/personal site/etc)...maybe some exaples of pages you've seen that you would like to develop would be of help to us in pointing you in the right direction...because honestly...the whole "website" thing...is generic...with hundreds of solutions to...with varying budgets and difficulties...and it all depends more or less on the details above...

I think you should sit down and plan what type of website.
And then draw on a piece of paper what you think it will look like then read up about designing

But blogger isn't tooo bad...you get to just type out stuff and have it appear, but can look at and play with the layout...one way of learning
