He banned your ip ...please understand me, if he banned your ISP noone else using them could access the room. The fact you were able to reenter in that short a time proves your ISP wasn't banned.

You flood the room over and over with offensive names, and changing your IP to get around a ban before the list is cleared is a bannable offensive.
Therefore, come back in 24 hours.
