Republican proposes immigration compromise

WASHINGTON (UPI) -- U.S. Rep. Mike Pence, R-Ind., is seeking support for a "no-amnesty" immigration proposal that would be more palatable to House Republicans.
Pence provided Time magazine with a preview of his speech at the Heritage Foundation outlining the legislation.
The magazine said the proposal is more conservative than the version of the immigration bill being debated in the U.S. Senate and may appeal to House Republicans opposed to creating a guest-worker program before border reforms have a chance to work.
Pence's proposed Border Integrity and Immigration Reform Act would encourage illegal aliens to self-deport and then come back legally as guest workers. The visa would be issued only outside of the United States.
The measure would create government-licensed private worker placement agencies called Ellis Island Centers to match approved guest workers with jobs that cannot be filled by U.S. residents, the magazine said.
