“O what a tangled web we weave, when first we practise to deceive.” – Sir Walter Scott

Coming from someone who has never had any decent grade on a poetry assignment in his life. (though I believe poetry is largely open to interpretation on an individual basis)

Here the writer is talking about deception, and how it tends to grow on itself. Little lies grow in to big lies, and big lies grow in to even bigger ones, and eventually you're telling lies to everyone and it's impossible to discern the correct point of view or straighten out the whole mess when you're done.

Upshot: Lies are bad

It's fucked up when you first start misleading people before helping them.

Basically yes.

You tell a lie then to stop the lie being exposed you tell a new lie to cover it, then a new lie is required to cover this ad infinitium. There are eventually so many lies to cover the previous lies that the stories get mixed up, the lies start contradicting each other and getting "tangled" like a spiders web. Although this is just the poets interpretation of a spiders' web as a spiders' web is actually very organised.

Red face

When you lie (practice decieving)...
You create a state of confusion in your mind between
the Lies and the Truths. (tangled web weaved)

Or... The mess we create...
when we first start telling lies...

When you start lying you create a mess.

Wasn't this line in the movie Raise Your Voice? ._.

I guess it means that when you start telling small lies, then you try to cover them with more lies and you get used to it and start telling even bigger lies until you get into this whole web of lies.

Yeah basically it's the same like everyone else's answer
